Las Cruces, NM – State Senator Mary Kay Papen has asked New Mexico Attorney General Gary King for an opinion on whether or not the city of Las Cruces violated the open meetings act during an un-announced swearing in ceremony for mayor Ken Miyagashima and city councilor Dolores Conner.
