Shirley Baca discusses Joe Skeen

Las Cruces, NM – When Shirley Baca ran against incumbent Congressman Joe Skeen in 1996, Baca lost. She ran against him again two years later. She lost again, but got more votes the second time around. Shirley Baca now serves on the New Mexico Public Regulation Commission, but her memories of running against Skeen are still quite fresh.
