Man Charged In November Shooting Death

Las Cruces – Las Cruces Police arrested a man Monday evening and charged him in the November 2009 shooting death of 18-year-old Jessie Angel Torres.

Jamelle Allen Lowe, 20, of the 1700 block of Pomona Drive, was arrested Monday, March 22, and is charged with one count of involuntary manslaughter. Lowe was transported to the Dona Ana County Detention Center with bond set at $10,000.

Las Cruces Police detectives learned that at around 10:45 a.m. on Monday, Nov. 30, 2009, Lowe was in the back seat of Torres' 1996 Plymouth Neon heading northbound on Telshor Boulevard approaching Missouri Avenue. Detectives learned that Lowe was handling a sawed-off shotgun, apparently attempting to unload it, when it discharged through the driver's seat and struck Torres.

Lowe and another passenger in the car, 15-year-old Chris Mancha, then pushed Torres to the front passenger seat before Lowe drove the car to Memorial Medical Center.

Torres was subsequently transported to University Medical Center of El Paso, Texas, where he was pronounced dead later that day.

Police found four unspent shells and the shotgun in the back seat area of the vehicle. Police also found two handguns inside the vehicle.

Detectives learned that Torres was driving Lowe to an undisclosed location to purchase marijuana.

Lowe was detained Monday at a residence on Organ Avenue after a warrant was issued for his arrest.
